Timmons Group Selected by Pittsylvania County, VA for Emergency Services Applications Development

Richmond, VA – April 28, 2011Timmons Group, a leader in geospatial and engineering consulting services, was hired by Pittsylvania County based on expertise for emergency management application development to enhance the County’s Region 6 Pittsylvania VIPER (R6 PITT VIPER). Timmons Group is working with County staff to add mobile functionality for both damage assessments and law enforcement investigations to the County’s situational awareness viewer.

The mobile application additions will include four modules: mobile viewer for active incidents in real time, mobile computer aided dispatch (CAD) call viewer, mobile initial damage assessment report taker (Mobile IDA), and a mobile crime scene investigation report taker (Mobile CSI). The active incident and CAD viewer modules will allow users to see traffic incidents, traffic conditions, weather warnings, and local CAD incidents in real time to provide situational awareness. The mobile crime scene investigation tool will be used to track incidents and report in real-time while on a call. The tool automatically grabs the location via a responder’s Android, Blackberry, iPhone, or iPad, and syncs reports and photos to the situational awareness viewer. The mobile initial damage assessment tool allows responders to quickly do a “windshield” assessment of property damage left in the wake of an event. Emergency personnel can sync pictures and reports back to R6 VIPER. Data captured by both the Mobile IDA and Mobile CSI can easily be shared with state and federal authorities via interoperable datasets the tools create on the fly.

“Pittsylvania County is excited about the development of this important technology which will streamline reporting, provide a Common Operating Picture, and improve our decision making process for response and coordination. Information from the field can be pushed back to the R6 PITT VIPER so EOC Managers can quickly see the impact of an event that is affecting the County,“ said James E. Davis, Coordinator of Emergency Management for Pittsylvania County. “These tools give the field responders what they need to do their job more efficiently.”

The new mobile additions to the R6 PITT VIPER have already been tested and used successfully in the County during a microburst that occurred at the end of March 2011, and again after a round of severe storms that impacted the County on April 5th, 2011.
