Lowell Ballard
Principal, Director of Geospatial Solutions

 

Lowell Ballard has been working in the Geospatial industry for more than 15 years, consulting to both public and Fortune 200 private clients across numerous vertical markets including natural resources, economic development, transportation, utilities, public safety and land records. He is recognized as an industry expert in the integration of Geospatial and traditional Information Technologies and has been profiled by ESRI as an industry expert in ArcGIS Server Technologies. Most recently, Ballard was asked to deliver the ESRI message during the initial roll-out and as part of follow-on rolling road shows.

A regular speaker on Service Oriented Architecture (SOA), geospatial ROI and the benefits of spatial integration, the work performed by Ballard’s team has received both national and international recognition including NASCIO awards and the opportunity to be profiled during the ESRI plenary session at the annual International User’s Conference.

Ballard received his B.S. in Management Information Systems and Computer Science from Radford University in Virginia in 1989. He received his master’s degree in Biology from Virginia Commonwealth University where he focused on the effects of land use on stream population dynamics.

Chris Gerecke
Principal, Director of Enterprise Solutions

 

As Director of Enterprise Solutions, Chris Gerecke performs a multitude of tasks required for the successful design, development, implementation, and support of high quality geospatial and technology solutions. His comprehensive knowledge of ESRI’s software solutions, including ESRI’s ArcObjects, ArcGIS Mobile, ArcGIS Server and Internet Mapping Solutions technology, enables Timmons Group to provide GIS application development and implementation for a growing list of clients.  Gerecke was instrumental in the development of Virginia’s Integrated Forest Resource Information System (IFRIS), which won a Special Achievement in GIS (SAG) award in 2006 and was selected by the Environmental Systems Research Institute, Inc (ESRI) to be featured as one of only two applications in the world presented during the plenary session of the 2007 User Conference in San Diego. He is currently working on architecting enterprise web, mobile, and desktop applications aimed at assisting states, private companies and the federal government with their enterprise geospatial needs.  Timmons Group’s Enterprise Solutions group prides itself on integrating complex business workflows with geospatial viewing and analysis to generate significant Return on Investment (ROI) for their clients.

 

Gerecke received his B.S. in Biology from Wake Forest University in 1997. He also received his M.S. from Virginia Commonwealth University in Environmental Studies.  He is a Microsoft Certified Application Developer and is certified in ESRI Product training.

Ed Singer, PE
Principal, Director of Implementation Services

 

Ed Singer oversees implementation services for Timmons Group. In this role, Ed serves as Principal-in-charge, Program Manager and lead Consultant on public utilities/public works-centric geospatial projects. Ed and his team of engineering, planning, finance, geographic information systems and information technology subject matter experts focus on the delivery of Enterprise Asset Management (EAM) solutions required to solve the complex asset management challenges for our water, wastewater, stormwater, gas, electric and public works clients. Ed’s unique blend of engineering design/operations and GIS/IT experiences enable him to design and implement sound geospatial-centric solutions that address our clients’ real-world engineering planning, design and operations challenges.

 

Singer received his B.S.E.T. in Civil Engineering from Old Dominion University. He is a registered Professional Engineer in Virginia, West Virginia and Washington DC.

Russell Minich
Principal, Director of E-Government Solutions

 

Russell Minich is Principal-in-charge of State and Local government geospatial projects for Timmons Group. Russell has over 20 years of experience in all facets of the planning, design, procurement, installation, and implementation of geospatial related projects for State and Local Government clients. His leadership experience in GIS, GPS, E-911, and transportation projects provides a valuable knowledgebase and benefit to our clients. Russell and his team of public safety, transportation, planning, finance, geographic information systems, and information technology subject matter experts are committed to fulfilling State and Local government business requirements through the use of geospatial technology and tools. In addition, Russell has developed skills in corporate and executive leadership through his positions as Chief Information Officer, Computer Operations Manager, and Assistant Chief Financial Officer for Timmons Group.

Randy Trott, LS
Principal

 

Randy Trott provides overall and technical management for Timmons Group GIS Projects, which include Tax Parcel Mapping, Utilities Mapping, GIS Applications Development, Enhanced 911 and other computerized mapping and surveying projects. Randy has worked on various projects that utilize geographic data for enhanced mapping and information systems. His professional experience and abilities include GIS applications development and programming, GIS network modeling and routing, global positioning system (GPS), integration, geodetic adjustments for coordinate system conversions and data conversion. His combination of GIS experience and land surveying experience gives Randy a unique understanding of GIS and GPS mapping requirements within the Geospatial Services Community.

 

Trott received his B.S., in Surveying Engineering from the University of Maine in 1992. He received his MBA from Virginia Commonwealth University in 2004. He is a Certified Land Surveyor in the Commonwealth of Virginia.
